The key point is that China's power system is very stable. I live in a 1st-tier city and I can't even remember the last time there was a power outage. It seems to have been 6~8 years ago, less than 1 hour during midnight. I have a NAS Server at home so I know when there was a power outage. I heard even when the power grid is under maintenance, it is done without going offline. There are reliable insulating repair devices and backup systems.

This number is closely lixed to total GDP, not GDP per capita. In war, total GDP matters, not GDP per capita. Swiss may have the highest GDP per capita as rich, but China will win a war with Swiss. However, China is a peaceful country that does not spend much of its GDP on military budget.
